Course Introduction

FTRI History

The Florida Legislature enacted the Telecommunications Access System Act (TASA) on April 24, 1991, (Chapter 427, Sec. II, Florida Statutes), declaring that residents of Florida who are deaf, hard of hearing, deaf/blind, or speech-impaired have access to basic telecommunications services at reasonable and affordable costs.

Effective June 1991, the Florida Public Service Commission appointed Florida Telecommunications Relay, Inc. (FTRI), a private not-for-profit corporation, to oversee the administration of a statewide specialized telecommunications equipment distribution program to provide communication access to deaf, hard of hearing, deaf/blind, and speech-impaired residents of Florida.
